OAKLAND — A man riding a bicycle shot and wounded another man Thursday night in East Oakland, authorities said. The 37-year-old man was hit in the torso and was in stable condition at a hospital. The shooting happened about 7:30 p.m. Thursday in the 9000 block of International Boulevard.
